[Dispatch] Radio System Update 10/09/22

The radio system continues to experience issues. Those issues are:
1. The intermittent inability to send and receive transmissions on the primary and FTAC channels.
2. Echoing after a transmission.

AFD has moved to using the back up radio channels. This has broken the patch between Firecom North/South and East/West. It will also take away the ability to patch to a MedCom channel. We have asked EMS to come to our FTAC channel on an incident involving both agencies.

WCSD believes they have identified the issue and hope to confirm and address that later today.
