[Dispatch] Radio Update 10-10-2022

Dispatch is back to operating on the normal channels. WCSD made changes last night to 8 back-end channels that were causing interference. This seems to be the reason for the improvement.

AFD has returned to normal operations.

We will continue to monitor the situation and provide updates as necessary.
