The EOC has asked us to pass on long that Austin Water Utilities has asked to be advised of any use of Fire Hydrants on the City Water System.  Due to the high water levels, the water department is struggling to keep up with demand. Public Service announcements will commence shortly advising the general public to conserve  water.

Please advise Fire Dispatch if you flow water from any city hydrants / and hydrants connected to the city water system  through water districts supplied by the city so that they can make the proper notifications.

Weather update:  Dry today with highs in the upper 60’s to 70.  Winds 10-15 MPH diminishing for the COTA concert later today.   Tuesday through Thursday , decent chance of rain  is forecasted, Austin southward for 1-2”s

Here is the latest weather update for Travis. Dry conditions are expected on Sunday. There is a slight chance for patchy light rain Sunday night. Good chances for light rain are forecast Monday and persisting into portions of Monday night. Around 1/2 of an inch of rain is currently forecast on Monday over Austin metro, with lesser amounts to the northwest over the Highland Lakes area and greater amounts to the southwest.

Models are trending wetter for Wednesday and portions of Wednesday Night across much South and Central Texas as an upper level disturbance interacts with moisture and energy from a Pacific hurricane. Between 1 and 2 inches of rainfall is forecast at this time, with isolated higher amounts possible, potentially leading to renewed flooding concerns. These forecast rainfall amounts may be adjusted further into next week as the forecast becomes more certain.

Anticipated: LCRA has NO PLANS to open any additional flood gates. They are closing gates at Buchanan. They anticipate that Lake Travis will reach up to 706 today into tomorrow. Current flows are less than 25K CFS along our lakes. This includes the expected rainfall totals of less than 1" throughout the overnight hours.

LCRA updated that they intend to keep 4 gates open to release Lake Travis levels. They state that it looks like two weeks to reduce Lake Travis to 681'. Expect long-term water level issues. This is subject to change based upon rainfalls and such.

Larger rain event is expected for Monday- Wednesday.

Weather Report from NWS:

  *   Rain is continuing during daytime and nighttime hours.  Totals expected= .1"-.75" through the overnight hours with potential for locally heavy rainfall. There is breaks in the rain tomorrow and Sunday is looking like no rain. Flash Flood Watch is set to expire at 1900 hours.
ESD Reports Obtained:

  *   ESD#1 - no events; crews continued to make contact with homes on the affected lists
  *   ESD#6 - no events; crews worked to take video footage with drone today. They have their command post established at Lake Travis Elementary.

  *   Update from the ESD 6 flood areas:

- Lakeway: Graveyard Point is flooded up to Chipmunk Rd and PEC is out working the area still cutting power. No significant changes since last night. Water is still rising according to the workers in the area. Water is almost to Robins nest off of Stewart Rd.

- Bee Cave: water still rising on Hamilton Pool but not moving fast. No overflow hazards on the Great Divide low water crossing. Significant amount of water moving across the road at the end of Overlook Pass(Spanish Oaks subdivision, believe its a private drive).

- Steiner Ranch, no changes since yesterday down towards Lake Austin. Water is up and moving swift but no immediate threats or concerns to life and property right now.

- Comanche Trail, Hughes Park appears to be accessible to the end as well as Marshal ford. If the water continues to rise, we will have some buildings from the Marshal Ford Marina in the water.

  *   ESD#8- no events;  no needs
  *   ESD#11- No events, no needs. No expected impact from COTA and flooding event combined;
  *    No needs reported from other ESDs
  *
  *   EOC Staffing: Demobilizing today at 1630 hours. I will remain available until 0700 at 512-695-5130

After the 1630 conference call there are not too many operational updates.

The National Weather Service reported the rain totals continue to trend higher overnight. Between 1 and 2 inches of rainfall is possible across Central  Texas and the Hill Country Thursday night through Friday Night. Isolated pockets up to 5 inches are possible northwest of Austin and across portions of the hill country, but confidence is low on exactly where and if it occurs.

Judge Eckhardt has declared a disaster as of 1400 and a request for assistance has been sent to the Governor.

The EOC will continue full activation status from 0700-1900 until further notice. Chief Michael Anderson from ESD 2 will be at the EOC tomorrow and will update after the 0800 briefing.

Subject: 1400 EOC Update

Chiefs –

We have concluded an operations briefing at the EOC.

LCRA joined the briefing and is still planning Lake Travis to rise to 705 – 710. This level accounts for no additional rainfall and includes water that is already on the ground. They do not anticipate any additional gate operations today at Mansfield and expect to possibly open additional gates tomorrow depending on additional rainfall. They will open gates if Lake Travis rises above 710. It may only be one gate, but could be more, but will only open as many gates as needed to maintain 710. They no longer anticipate opening 4 gates at a time.

The National Weather Service reports patchy light rain to continue today. They are still concerned about tonight and tomorrow morning due to anticipated heavier rainfall. Accumulations are being predicted at 1-2 inches with isolated 4” totals north and west of Austin. This does include the Buchanan and Travis watershed.

ESDs 1, 6, 8, 14 are involved in resident notifications along Lake Travis obtaining information on evacuations or needs. There are no ordered evacuations in Travis County or City of Austin.

Capital Metro is available at the EOC if needed in the region.

Chiefs –

The morning EOC briefing has been completed. The A/TC EOC is now fully activated (Austin is now active).

The National Weather Service is reporting that additional rainfall should remain light for most of the day. They are expecting a heavier rain event to occur overnight that may add an additional ½”or more. They have extended the flashflood watch through tomorrow morning at 0700.

LCRA was not available on the conference call, but all are working under the assumption that 4 additional gates will be opened later today. This may occur with a few hours’ notice.

All gates are open on Longhorn Dam and GIS is working to develop lower Colorado River effects.

The Governor has declared a 12 county disaster area and Travis County is included.

Next briefing is scheduled for 1630. More information will be sent out as needed.

In reviewing LCRA’s flood operation report we are still in a very fluid operation. Lake Travis is currently sitting at 701.29’ and they are advising once again that four additional gates by this afternoon. Once again we have no concrete evidence as of yet on LCRA’s plan and this could change at any time. Once again Longhorn now has all gates open and running at 27,000 CFS and they are within 3000 CFS of their max discharge. Once again I will update as things continue to develop.
