[Dispatch] Tellus Offline

Due to issue impacting all of the Tellus agencies, the Tellus HUB has been taken offline.  Attempts were made today to remedy the situation but were unsuccessful. These issues will be escalated up higher with additional Central Square support being brought in tomorrow.

Unknown ETA for Tellus to be up and running again.
