[Dispatch] Alerting changeover to US Digital

This morning Fire Dispatch and WCSD completed the move over to the new backup alerting. AFD and most of the ESD stations will hear the US Digital alerting only if Locution goes offline. Those ESD's who do not have Locution will hear the US Digital alert as their primary.

During the transition we ran into an issue replicating the 0700 and 1900 hour tone and speaker tests. We are working to resolve this issue. If you need to wake up at 7am please set your alarm.
